we saw it here in idaho. was pretty cool looking.

i would say number 12. number 25 looks to be the bolts to hold the float bowl to the carb. i would just pull it out slowly and see if fuel drains out.

sweet find i went out last weekend and walked about 10 miles only found 2 small winter kill bucks and an older 2x3 set.
