It is quite clear to me that Clean Scanning is illegal. If it puts a vehicle back on the street after several hundred dollars have been spent on a '93 Caprice I say do it. I don't suggest it be done on a daily basis to get cars to sell easier or trick a buyer. I am not a fan of all the shiit boxes on the road either.
