The grass or weeds will be " hungrier " if it is dry as well as the spray won't run off before it gets a chance to get taken in. I prefer to mow first then wait a day or two. The weeds etc. are trying to make a regrowth surge and they tend to take in the glyphosate quicker. The gly. then goes to the roots where it becomes efective for the kill. If you were kinda hungry you might want to eat 1 bowl of chile. If you were really hungry you might eat 2 or more bowls. Get my point?
