He apparently was testing his new goat suit when spotted. Hilarious and yet, seemingly logical. It would seem like a good way to get shot though if you are dressed up like the quarry you are pursuing. I know I wouldn't dress up like a deer and walk around the woods when I'm bow hunting. Put a hen decoy on his head and crawled up to shooting range in tall grass. Taking your life in your own hands doing crap like that. Idiot.
