In squirrels warbles make these small lumps as they develop and they crawl out as larva/grub things, they are so gross! For the tongue thing, I dunno but maybe he has some type of paralysis or something. He looks to be healthy otherwise, not too mention a nice buck! Maybe when your camera has been spotting him, he's just been running does or running from predators or maybe just running..... The reason I say this is that the tongue still looks to be a natural pink color. If it were to stay outside his mouth it would dry up and become discolored. Gray looking.
