depending where you are it may be an injured buck, one with poor antler characteristics(weak tine length, few points etc), or a buck that is over the hill. In general a cull buck is one that you want out of the herd so it isn't breeding and spreading its genes anymore.

Yes, that's what it means alright. Now another question: How many of the average deer hunters across the nation would know a "cull buck" if they saw it? How many average deer hunters would even want to harvest a cull buck? If you had two nice bucks standing side by side, one being a true symetrical monster rack and the other with obvious genetic flaws, which one would you shoot?

The term is useful if you are on a highly managed ranch with a person having a biology background and responsibility for herd management, pointing out the intended target, but in the vast majority of hunting situations, the term has very little useful meaning because it seldom makes up your mind as to which animal to shoot.

Determining the age of the deer is a factor for me when I am considering whether the deer is a shooter in my eyes. If it is a 3.5 year old cull or not chances are pretty good I am shooting.

It can be a one sided buck. Most often it is one with bad antler structure or as slughuntr said charachteristics.
