If you are having trouble getting your bow back, you should lower your draw weight to a comfortable weight. The best way to get a stronger bow arm is to just shoot and shoot and shoot. Another thing to do to improve your draw weight is to pull your bow back and just hold it there and do this repetitively. But the best way is to shoot your bow because you build accuracy as you build strength.

You should use the large muscles of the back to draw the bow back and less arm and shoulder muscle. When you pull back try to "push" it back instead. Meaning, try to imagine someone is behind you with their hand against your drawing elbow and you are trying to push their hand straight back. This enganges the larger back muscles and is the proper way to draw.
