Deer, cow elk, sheep, goats , antelope are draw only. Mtn lion is over the counter also but they closed the management unit when the quota is reached. MT--has over the counter sheep tags for a unit I believe---again when the quota is reached the unit is closed. Colo DOW's site has links to all 50 state's game dept.
