Galveston TX was hit with a category 4 in 1900. Galveston took another direct hit in 1915. Well I did hear when listening to the news that they didn't expect Hurricane Katrina to hit so hard and to move so slowly when she hit which made the damage so bad...but still they should have expected the worse and been more prepared. I could be wrong but things like this pop up all the time after big disasters and someone just writes it to make it look like they knew better than the experts. I agree that the governor, mayor and city officials are idiots, but what's done is done and now we are paying for it financially while people in LA are paying with their lives. Regardless of what and when anything was written.....when you build a city below sea level, a disaster is BOUND to happen eventually. You cannot stop "Mother Nature". Did the city have any disaster management plans at all? I know I heard the Mayor was a big cable exec. before he won the surprise victory.
