If you purchase a used one the seller will need to give you the MSO and you will need to take it to the local tax commission to get it titled. This will help with theft for sure. Just like autos, it's hard for the Tax Commission to enforce anything. They'll be relying on banks and other financial institutions. For instance, if you come to my bank today and ask for an ATV loan and you live in downtown Idabel, we're gonna require you to get a title. That way you cannot legally sell the ATV without our lien being released. So in a way, that's better for us. ATV's are getting more and more popular with the non-farming community.
