Some states have laws that you can't have more than 3 shells in the gun for deer or waterfowl hunting. Connecticut is one of those states, at least for deer hunting. The states have no control over it. If you'll be hunting any migratory birds, you'd better leave the plug in or you could face a several hundred dollar fine. Might even lose your shotgun.
