The ball was placed and 8 seconds ran off the clock for the end of the quarter. Why did the clock start if the player went out of bounds? Shouldn't they have played the final 8 seconds? I think in the last couple years the NFL has been looking for ways to speed up the game and now the clock only stops on out-of-bounds plays during certain times in the game - like the last few minutes of the second and fourth quarters.
