Sen. John Kerry called President George W. Bush to concede White House race, the Associated Press has learned.

The phone call came after a long, tense night of vote counting -- with Ohio's 20 electoral votes at stake. Bush has maintained a lead of about 136-thousand votes in Ohio.

Democratic challenger Sen. John Kerry remained at his Beacon Hill home in Boston while his advisors met to evaluate his options.

Bush, however, will wait to declare victory to give Sen. John Kerry time to reflect on the results of the election, Bush Chief of Staff Andrew Card told supporters early Wednesday morning.

"We are convinced that President Bush has won reelection with at least 286 Electoral College votes," Card told cheering supporters at the Reagan Building in downtown Washington. "He also had a margin of at 3½ million popular votes."

Kerry's side is waiting for the final numbers from Ohio, which has 20 electoral votes. Those votes are enough to propel Bush to victory or put Kerry closer to reaching the needed 270 votes to unseat the president.

It could be a week and a half before there's official word on who claimed Ohio. At about 8 a.m. Wednesday, Bush led by about 135,000 votes. It was estimated that there were 135,000 provisional ballots uncounted, and that number could reach 175,000.

Provisional ballots are filed by those who have a problem at the polls but who believe they should be eligible. State law says they cannot be counted until 10 days after the election.

There are also absentee ballots that have not been tabulated because of heavy voting.
