Looks like a "no-net-loss" approach where if they do drain a pothole, they would have to recreate it somewhere else on their property. It also appears that there will be incentive for creating new potholes or restoring potholes that had previously been drained and farmed over. Although the article says ALUS started in the US, I was not familiar with that particular program.
