Properly cold blue a rifle? help

I highly suggest using Oxpho Blue from Brownells. Its one of the best available. Oxpho Blue is extremely abrasion resistant and will give excellent wear resistance. It is not absolutely required that you remove all original finish to use a cold blue when spot refinishing. However, if rebluing an entire firearm with a cold blue, it is best to clean thoroughly to ensure an even and consistent finish color. Again, it is not absolutely required, but it is recommend that you thoroughly clean and degrease before blueing.

I suggest reading this how-to from Brownell's. Follow their directions and it will be fine.
