Most sporting gods stores around here have them. I've also gotten them from Wally Mart. They are available on line at places like Cabelas. Just make sure you get the Shad Rap 5R

General over-the-counter (OTC) big game licenses, as well as OTC bear licenses with caps will be available for purchase by internet, telephone (1-800-244-5613), license agents and DOW offices at 9am on July 10. No application or drawing is necessary

All I saw scouting on a very hot day was atv's and bicyclers and campers and tourists, but the place sure looks and smells ELKY. Here's the foto link for some of my Taylor Park fotos I took:
