I agree with Vt, and Dartonman. Sounds like your setup needs stiffer arrows like Darton suggested, and at full draw, like VT said, you want a little over hanging for broadhead clearance. You should try to get all your arrows the same weight, and cutting them all to the same length will certainly help.

I have a 27 inch draw, 63 pound weight and shoot 27.5 inch arrows. I also shoot a whisker biscuit. I shoot gold tip 5575 arrows and 100 grain broadheads.

The 2117's are stiff enough, if not to stiff. Personally I'd drop down to a 2213 or a 2312. If your about 5 inches beyond the riser or rest, your shooting a full length arrow. When the shaft is cut, it'll stiffen up, the shorter the arrow is cut. This is why you'll want to go with a thinner walled shaft. If you want graphite shafts, try a Goldtip.
