We would be voting members and could make changes in there constitution and distroy all the nonsence they are trying to create from the inside out. The post office does not handle any mail for free except soldiers mail that is mailed to their families from a combat zone. Many organization get a bulk rate, and some a rate better than others, depending on the amount of mail they send, but no one rides for free. Even congressional mail and government mail is not free. I always assumed they got it mailed free since the stamp says "prepaid", but I guess that just means they pay one fee a month to mail anything they want. Pre-paid still means that the customer must pay for full postage rates. Sometimes first-class, second-class, even bulk-rate (advertising mail). Some businesses will mail out a mailing and pay whatever the post office declares is the correct count or amount, which would not be pre-paid. These are billed later by the Post Office. Many types of information containing mail cannot qualify for an advertising mail rate, and must pay a first class rate.
