They get 4 seconds to celebrate, keep the clothes on. After 4 seconds heavy penalty. Not much they can do in 4 seconds. This is not setting well with most fans. I remember Johnson doing a dance in Cincy against the Steelers after catching a pass out of bounds that he thought was a TD. I saw that dance about 100 times over the course of the rest of the season, and the TD didn't even count...it was an incomplete pass!!! So, this is probably a good idea.
