Google is a metasearch engine, which means it's a search engine that searches other search engines for it's results. It's a relatively simple matter to create a link on a website or websites that will return or associate certain sites with certain words. "I'm feeling lucky" then picks up on that and decides that this particular word or phrase (in this case "failure") should direct you to whatever site the link on the website is set to (in this case the Whitehouse website). Until recently, there were some funny words you could put in that would actually take you to back to Google! It's really no big mystery, just a programming prank that anyone with a website and too much time on their hands can pull off.
