It was the 2003 hatch that is one of the best on record rivaling the early 80's hatches. The 1999 fish should be in the 26" range now, with the 2003 fish being in the 15" to 18" range, which looks like mostly what you have there in the cooler. He said you could hook one coming across, or go out to deeper water and troll. But the ones on the reef usually don't feed when laying eggs.
