Did you lime & fertilize properly & how big of a plot are you talking about? You mentioned it being a small plot could the deer have overgrazed & killed it before it established really good? A couple I have had good results from are the hamannfarms trefoil grower mix and penningtons clover and rye supreme. Make sure you do your prep work.
