He was just replying to what that reporter said. It wasn't like he called a press conference to make this statement. And it wasn't something he just made up either. It really HAS been 5 yrs and they haven't done anything at the WTC site. I wouldn't want the nasty job of cleaning up an ENTIRE city. Not a fan of Nagin at all, but this was trivial.
