I shoot a flintlock and I use something that has been used for centuries...it's called a "cows knee". Originally, you would literally cut the knee area off of a cow when butchered and cure the leather. The natural bend in the knee made it fit parfectly over the hammer and covered the lock from the elements. What you can do is get ya some good leather, mine is made of the shoulder section of an elk hide. Take the leather and drape it over the area you want to protect. Where there is a wrinkle or a crease, make a wedge cut there and stitch it up so that it will take shape to the contour of the gun. When it's all done, put some small holes where you can string some leather straps to tie it secure. Then give it a liberal coating of a waterproofing dressing. I mixed beeswax and lard, got it warm, and rubbed it in VERY thoroughly. Or, you could use some Sno-Seal or mink oil... Best of luck. Also, when in the field, it's a good idea to tuck your lock/action under your armpit, that keeps alot of the water off.

shop ,ask for a piece of marine vinyl scrap they have laying around,cut it and shape over the breeck area use velco at the bottom to hold it together.I have made that one for my thunderhawk ,and also made one for my flinter .t/c sell them for $5.00 bucks cabelas has them also.I could send you some if you like have some left that I did my seat in the streetrod.
