That depends on what you are looking for. For a realistic chance at a P&Y buck I would pick my home state of Montana and if seeing a lot of deer is also important, than the Milk River would be an excellent choice. If you are looking for a real brute, not just antler but body size as well, Saskatchewan would be my choice, but keep in mind that even in the land of the giants, the real giants are rare.

Nothing wrong with Adams & Brown County either. I have hunted both. Great deer in all these counties. Brown county doesn't get the recognition because it is a very small county. There are some whoppers killed there every year. They seem to have alot of nontypicals for some reason. The farm I used to hunt up there, I saw some whoppers on it. Never got one of them though. It has since sold,sure miss going up there. I have killed a couple nice ones in Adams County. Some good hunting. Schuyler county is good also. About every county here in West Central Illinois is pretty good.
