Whichever one that is ethical to shoot a deer with at the distance the shooter is intending to make the kill and is comfortable with shooting is the best caliber for that person. Every hunter has a different favorite caliber than the next for different reasons. For me, hunting where I do in this state for Whitetail Deer, my .243 Win does the job perfectly for and I'm happy with it and not willing to change. If I went out west hunting Mule Deer, or to Canada hunting Mule Deer or Whitetail Deer, I'd probably go up to a .270 Win caliber to hunt them. For the Elk in this state I would want to shoot a .30-06 Spfd to hunt them. My reasons behind the calibers I choose are based on their ability to kill the game I'm after with the correct load and my ability to handle their recoil enough to shoot accurately and do my part. As far as bullet when it comes to brands, grains, jacket, etc. That varies from gun to gun. Even guns of the same model and caliber sometimes shoot better with different brand and style than the next.
