wtnhunt
Is this an already established plot? I put down fertilizer on my clover 2-3 times a year on existing plots. Spring, usually mid summer right before a rain, and then again in the fall for perennials. I put down fertilizer at planting when planting new plots. Lime needs to break down to do anything so if it is a new plot you will want to apply lime this fall for a next spring planting.

SoybeanMan
Nitrogen is most utilized when applied to a dry soil prior to a rain as stated above. The P and K are not susceptible to volatilization that occurs with N. All of your P and K can be applied prior to planting or after the crop is up, but is best to till in. N can be applied mutliple times in the growing season for maximum availability.
WestKyTeacher
I have always heard the fall is the best time to lime and fertilize. Most suggestions above hold true for food plots. However, be careful in the summer not to add too much and burn up the grass. Also, if it is for your yard, it is best not to fertilize anytime other than the fall. That will keep the grass from growing as much and requiring more mowing.
