craig mack
When I used to go brook trout fishing, we would just use crawlers on a hook with split shot about a foot above the hook. We also used mepps and blue fox spinners. Trout fishing is lots of fun.

muggs
The best way would be to drift fish for them. Get some slender floats (Thrill and Blackbird make good trout floats) and use a light flourocarbon line (4- 6 lbs. I'd go with 4 lbs.) Set the bobber about 1.5 times the depth of the water you're fishing (if it's 4 feet deep, set your bobber 6 feet from the hook). Like Craig said, place some split shot 12"-18" above the hook, one BB size or less will probably be enough. The fish will be right on the bottom, so this set up will let the split shot tink along the bottom as the bait floats slightly ahead of it, just off the bottom. If you're getting repeat snags, you're too heavy so use lighter split shot. If you're not feeling contact with the bottom, you're too light so use heavier shot. You can use worms, or something you might want to try would be a liltte deer hair jig (like a mini-foo) tipped with a maggot. If you're going to use worms, I'd go with a size 10 or 12 circle hook. All of the above with these hooks!! It's all I use in the spring for NY brookies and browns. http://www.peterson-outdoors.com/SnelledSpinnerHooks.htm
