If what you stated was true then all the landowners would be selling tags to out-of-state residents at a very good rate. Apply to Iowa. In recent years it's been taking 2 preference points to draw a NR archery tag. There's a chance it could be less this year if the number of applicants is less than it's been in the past. I think that might happen due to the current economic conditions. I'm sure you'll need at least 1 preference point though. If I remember correctly by state law only 35% of the available NR tags can go to archery hunters. The others go to gun hunters. It went up this year again and it sure is what I'd call expensive compared to most other states. I applied for mine on line this week and the total cost for my NR application was $529.93. If I don't draw a tag they keep $50 as an application fee and refund the rest. That cost includes a doe tag with my buck tag application and other items NR's must include in the application. 3 years ago Iowa passed a law requiring successful NR applicants to purchase a doe tag too so NR's don't have a choice.
