100% Canadian Outfitting

Well, my father and I are looking into buying into a subdivision in the forest fringe, with access to a full section of prime forest. It's loaded with high numbers of huge whitetails and big bears. I was wondering if anyone knows the exact regulations and guidelines in terms of Canadians outfitting Canadians in Canada. This would potentially be 8-12 hunters a year. Not sure wether it would just be a Canadian Resident tag and you're good to go, or if an outfitters liscence is needed. This is basically just a thought right now, but potentially would be a lot of fun. Does anyone know about these regulations?

To officially outfit you need to have the "rights" to outfit on crown land ONLY....otherwise it would have to be a penned hunt...All of the allocations have been given out so you would need to buy off an existing outfitter...probably 15-20 grand per tag...buying private land does not allow you to outfit on it...unfortunately
