Jim Bunning. With many Senators home for the weekend, Illinois Sen. Dick Durbin tried to pass the measure with a voice vote. Sounds to me like it was debated all week, and then when many senators weren't there, Durbin tried to slide something through that many didn't agree with earlier. What Durbin is doing is a popular ploy he learned will all the others in BS 101!
