According to my wife who is an avian specialist and vet tech, the lice are endemic to the bird and don't infest humans or pets other than birds. You can check with your local vet to be sure but my guess is she's probably right. The tail feathers usually have a fairly small population as the parasite seems to infest the skin at the base of the feathers for the most part. If you really need to do something about it you can toss the bird in a hefty bag with a couple of tea spoons of flea/ tick powder, shake, and bake for an hour or so. That will "get 'er done!"
