I agree with you. I believe that they should have an earn a buck. I know in my county the doe quota is higher and would help with that also. I think they should make the urban area a bit larger.

But the one thing that I disagree with is the 2 day firearms season in October.

yeah I'm not a big fan of the early gun season and I probably won't take advantage of it myself and I don't think many other hunters will as well. Unfortunately about half the hunters are gun only and only shoot one deer. So if they put earn a buck in there I bet we would see about a 20% or better decrease in buck harvests over a 3 year period.

Summary of Proposed Deer Rule Changes

Definitions

  • Moves the definition of crossbow to the definitions section, instead of defining it in 312 IAC 9-3-3
  • Adds a definition of ground blind

General Requirements and Licenses

  • Adds the new nonresident youth deer license types
  • Adds license requirements for the new special antlerless seasons
  • Requires hunter orange for youth hunters during the youth special deer season and during the new antlerless only seasons (in the locations where the antlerless only season is open); hunter orange is already required for all deer hunters during the firearms and muzzleloader seasons
  • Requires at least 144 square inches of hunter orange material on a ground blind that is visible from all directions while the ground blind is occupied and used at a time and location when a hunter is already required to wear hunter orange
  • Requires the owner’s name and address on ground blinds used on department properties

Hunting Equipment

  • Allows a crossbow to be used by hunters who are at least 64 years old during the early archery season
  • Allows a crossbow to be used during the deer firearms and muzzleloader seasons by hunters of any age
  • Allows a hunter of any age to use a crossbow in an urban deer zone during the urban deer season.
  • Allows a rifle cartridge to have a maximum case length of 1.8 inches instead of 1.625 inches

Seasons and Bag Limits

  • Allows youth hunters to take the number of antlerless deer allowed in each county during the special youth deer season (in addition to one antlered deer)
  • Extends the urban deer season through January 31 of the following year
  • Requires hunters to take at least one antlerless deer prior to taking an antlered deer in the urban deer season
  • Expands the urban deer zones in Lake and Porter counties to all of those counties
  • Changes the deer firearms season to start on the first Saturday before Thanksgiving and continue for only 8 additional days
  • Shortens the deer muzzleloader season to only 9 days
  • Adds an antlerless deer only firearms season in October (2 days only) in counties with an antlerless quota of 4 or more. The hunter may take the number of antlerless deer in each county allowed under the bonus county quota.
  • Adds another antlerless deer-only firearms season from December 25 through January 1 of the following year. The hunter may take the number of antlerless deer in each county allowed under the bonus county quota.

Military Reserves and National Wildlife Refuges

  • Opens the firearms season on designated military reserves and national wildlife refuges on October 1 instead of November 1
  • Adds the new nonresident youth deer hunting license types

I don't see a big deal in most of these rules. It will be interesting to see what this does to the buck ratio and size of the bucks in 2012-2014. Most people, in my opinion, get attracted to hunting by the thought of getting a buck. If the urban deer requirement spreads to the rest of the areas, we will see a decrease in the amount of hunters (which has already been a problem) and an increase in buck size, health and numbers (which would be nice to see a change).

For an out-of-stater, like me (even though I lived in Indiana for 12 years) this means that if there is an earn-a-buck rule for the rest of the areas, will this affect me and will it affect revenue from out of staters as well?

What are your opinions and what are the rules in other states when it comes that that?

I've heard a lot of complaining about them because a lot of hunters in this area are "brown it's down". They're afraid that if the rules take effect, they will have less hunting opportunity and that land prices will skyrocket and leasing will become the norm like in Illinois and Iowa as the number of high scoring bucks increases.

I for one love the proposed changes and hope they pass.

It'a a give and take that yes our deer will get bigger and yes we will see more out of state hunters to help the ecomony, but it will drive our lease prices up.

I personally will take that tradeoff. Remember we still have 5 more years on this new program being evaluated so it's still a ways off. All I can say is buy your land now boys!

Alot of us here in Indiana LOVE the new proposals that are coming out. The DNR wants your input however....and those that want to mess this great opportunity up are commenting in droves. If you would like to negate their input...........and support the new proposals to go into effect in 2011.........put your supporting comments in writing, while there still is time left.

He's right the anti's to this law are bobarding with comments so much in fact they are holding 5 meetings in the next two weeks across the state. Please attend a meeting and show your support!
