Other than my feelings towards using a .223 for deer, its not a big deal but do you really think you will notice a difference with a 22" vs a 24" barrel? I don't, but it's your gun and your decision. You will loose a few fps but not as drastic as if the gun had a larger chamber.

The downside to cutting the barrel is cost and the re-blueing may not match exactly. Typically the gunsmith will use cold blue for a touchup job like that.

The upside is you should get a good target crown after the pipe has been cut shorter. You can do the job yourself, its really not that hard. Just get a good hacksaw, a new fine tooth blade, some cutting oil, a crown cutter, a brass screw, and some lapping compound and you are good to go.
