Caught a shoplifter

Working in Security at a hospital, I hear about all of the local shoplifters. What in the world kind of state's attorney do you have that let's these people off so easily? I can understand not prosecuting for stealing small things like gum or things under a certain amount because you actually cost the city more by filing a report than just telling the perp never to come back but if they steal anything over $20, then heck yeah. See, if they steal a pack of gum and you prosecute then you just wasted your time, the LEO's time and the prosecutor's time because you took an officer off the streets for at least 45 mins., the prosecutor's not going to prosecute because the judge will just throw it out anyway in order to save the already clogged court's time and then the judge won't look to favorably on a SA that would bring such a frivilous case in the first place. I have a good friend that works for Kroger and he calls police for anything. They can't stand that. I keep telling him that he should take a polaroid of them and keep them in a file for the people he tells to never come on their property again and then next time he can get them for tresspassing which is much more serious and he has a pic of the date he informed them on the actual photograph. He really loves it when they steal things to make meth. Then when the police arrive, they have probable cause to search their vehicle. Charges just went up from shoplifting to methamphetamine paraphinalia and no telling what else they'll find in the car. One other note on Walmart is that they announced, I think last year, that they would eliminate their security department and the dept managers would then be in charge of apprehending shoplifters. I know of several people that lost their jobs. I did however see several contract guards leaving a local walmart from the employee's lounge the other day. Don't know what that was about. Might have been money transfer people. Just in case anyone had any ideas of shoplifting (not likely with the great people on this forum) the last place I would steal from (as far as retail theft) would have to be Target. Ask anyone you know in law enforcement or security and they will tell you that Target is more like a security company that sells merchandise than a retailer with a security dept. They have some of the casino type systems with both plain clothesed and uniformed officers at any given moment. Even the employees don't know who all of them are and they are not allowed to talk to employees and have their own break room.
